A Digital Leap for the Ministry of Science and Technology

As part of Bangladesh’s vision of building a citizen-centric digital government, the Ministry of Science and Technology (MoST) embarked on an ambitious journey to modernize and integrate its diverse public services under a single digital ecosystem. To realize this vision, TechnoVista Limited successfully designed, developed, implemented, and provided two years of support and maintenance for the Integrated Digital Service Delivery Platform (IDSDP)—a comprehensive one-stop government service platform serving the Ministry and its affiliated organizations.

The platform was developed in alignment with the “Whole of Government” strategy under the Bangladesh National Digital Architecture (BNDA) and successfully tested by the Software and Hardware Quality Testing and Certification (SHQTC) Center

Before the implementation of IDSDP, many critical services under the Ministry and its affiliated organizations were delivered through fragmented, paper-based, and manually intensive processes. Citizens, researchers, students, businesses, and government officials often had to navigate multiple systems, offices, and approval channels to access services.

This resulted in:

  • Lengthy processing times and administrative delays;
  • Limited transparency and service tracking;
  • Inefficient coordination among organizations;
  • Increased operational costs;
  • Challenges in maintaining service consistency and accountability.

The Ministry required a unified, secure, and scalable digital platform capable of delivering end-to-end services across multiple organizations.

IDSDP digitally transform and streamline services of the Ministry of Science and Technology and its eleven affiliated organizations:

  1. Bangladesh Atomic Energy Commission (BAEC)
  2. Bangladesh Council of Scientific and Industrial Research (BCSIR)
  3. National Museum of Science & Technology (NMST)
  4. Bangladesh National Scientific and Technical Documentation Center (BANSDOC)
  5. Bangladesh Atomic Energy Regulation Authority (BAERA)
  6. National Institute of Biotechnology (NIB)
  7. Bangladesh Oceanographic Research Institute (BORI)
  8. National Science and Technology (NST) Fellowship
  9. Ruppur Nuclear Power Plant
  10. Novotheater
  11. Bangladesh Reference Institute for Chemical Measurements (BRiCM)

The platform consolidated a wide range of Government-to-Citizen (G2C), Government-to-Business (G2B), and Government-to-Government (G2G) services into a single integrated ecosystem.

Digital Grants, Fellowships and Scholarship Management
Researchers and students can now submit applications online for various grants, fellowships, apprenticeships, internships, and scholarships. The system automates profile management, application processing, evaluation, selection, award management, and fund disbursement through integration with iBAS++.

License, Permit and NOC Services
The platform digitized the licensing process for radioactive materials and related equipment under BAERA, enabling online applications, verification, approvals, and electronic payments through Agrani Bank integration.

Smart Visitor Experience through E-Ticketing
QR-code based electronic ticketing systems were introduced for the Novotheatre and the National Museum of Science and Technology, significantly improving visitor convenience and operational efficiency.

Online Testing, Consultancy and Health Services
Citizens and organizations can request laboratory testing, calibration services, consultancy, and diagnostic services online. From application and payment to sample collection and digital report delivery, the entire service lifecycle is automated.

Knowledge and Research Repository
Scientists’ profiles, research publications, journals, and institutional knowledge assets are preserved and made accessible through a centralized digital repository.

Capacity Building through Digital Learning
Training planning, participant selection, online enrollment, attendance management, and certificate generation are now managed through a dedicated Training and e-Learning Management System.

Digital Accommodation and Process Leasing Services
The platform introduced online accommodation booking for facilities and seminar halls, alongside process and patent leasing services that facilitate commercialization opportunities for enterprises.

Modern Library Services
A comprehensive Library Management System was implemented featuring Online Public Access Catalog (OPAC), acquisitions, cataloguing, membership management, circulation, and fine management.

IDSDP was developed using a modern, API-first microservices architecture powered by open-source technologies. The solution integrates:

  • React-based web applications;
  • React Native mobile applications;
  • MySQL databases;
  • Secure API integrations;
  • e-Payment Gateway and Agrani Bank APIs;
  • iBAS++ for government disbursement;
  • SMS and Email gateways;
  • NID verification services through SSL;
  • Object-based storage (BCC Cloud OBS) solutions.

The architecture ensures scalability, security, interoperability, and future readiness.

The implementation of IDSDP has transformed the way services are delivered across the Ministry of Science and Technology ecosystem by:
