
The World Bank provided financial support for the three-year Local Government COVID-19 Response and Recovery Project (LGCRRP), which is an initiative of the Bangladeshi government. Strengthening Urban Local Governments Institutes’ (ULGI) reaction to the COVID-19 pandemic and readiness for future shocks is the development goal of LGCRRP.
To facilitate LGCRRP management and to strengthen ULGI management capacities the Project Management Unit (PMU) of LGED under Local Government Division (LGD) hired TechnoVista Limited to develop and operationalize a web-based MIS for ULGIs for efficient tracking and monitoring the utilization of project grants, ensuring transparency and accountability in the allocation of funds. Through the implementation of this MIS, the LGCRRP aims to track grant utilization, ensure transparency, and facilitate evidence-based decision-making, thereby improving efficiency and enhance the overall management of the project and streamlining processes.

To ensure the effective use and long-term sustainability of this MIS platform, a comprehensive training program was rolled out across multiple districts. Training was conducted in regional clusters to ensure maximum reach and hands-on support. More than 2000 representatives from 339 ULGIs across 64 districts (329 Pourashova/Municipalities and 10 City Corporations) successfully completed the training sessions. Each training was meticulously planned with dual batches and separate labs to accommodate around 42 participants per session. Notably, the training emphasized real-world simulations, role-based access, and uploading revised data to the MIS — making it both practical and empowering.
The training didn’t just end with knowledge sharing; participants provided their feedback by completing surveys, helping the organizing team measure impact and fine-tune future sessions. Participants received practical demonstrations, live system interaction experience, and support materials to reinforce learning outcomes.
